  • verify_semantic_content (used by startup composition) accepts the projection graph EG reports for the pack (pack__<digest>, EG's pack_projection_graph_name), requires projection=applied there, and still requires the pack attached to session.graph.
  • provision-semantic-content: import → wait for the import's automatic projection → re-project only if status is not applied → attach_pack on the session graph. Rejected imports name their violations.
  • Tests updated (CLI wiring asserts no re-project when the projection applied).

verify_semantic_content (and so startup composition) accepts the projection
graph EG reports for a pack -- applied there -- and still requires the pack
attached to the serving graph. Provisioning now imports, waits for the
import's automatic projection, re-projects only when status says it did not
apply, then attaches; a rejected import names its violations.

Re-attaching the attached head is refused as a schema-source regression,
so a rerun of provisioning now stops after the projection check.
