Visual Studio installs the UCRT through the Windows SDK package, which carries `Installers\Universal CRT Headers Libraries and Sources-x86_en-us.msi`. The standalone `Microsoft.Windows.UniversalCRT.HeadersLibsSources.Msi` package is only used by the v140 toolset and Windows XP targeting components, and some VS 2026 manifests don't list it at all. Furthermore, the standalone component is an older UCRT (10.0.26624.1, the same in every manifest) than the SDKs it was paired with. This means that several headers and libs are missing, as shown by the deterministic test. This fix was verified to be correct by checking all the manifests in https://github.com/roblabla/msvc-manifest-history (which spans VS 2017 through VS 2026).
