Update of the HSF Affiliation programme based on SG and community discussions

List of key updates:

• Introduction of a duration for the granted affiliation. A period of 5 years seems suitable.
• Removal of old scheme affiliation since many colleagues got confused by it. We keep a private copy as many projects will be contacted.
• Removal of the old idea of annual project awards, which is by-now very unlikely to be implemented.
