Fix the organization required workflow so its reusable job resolves from the central
.githubrepository instead of the target HMG-public checkout.\n\nValidation:\n-actionlint .github/workflows/required-hmg-public-quality.yml\n-git diff --check\n\nThis changes only the centrally pinned required-workflow wrapper. The existing HMG-public v1.7.8 candidate and its human approval remain unchanged.
