Release branch for publishing the latest merged bug-fix work to PyPI.
Changes:
Bumps TachyPy package metadata to 0.1.19 because PyPI already has 0.1.18.
Keeps the TachyAudio dependency floor at tachyaudio>=0.2.0b2, preserving the Windows wheel fix.
Updates README and Sphinx docs to reflect the TachyAudio floor.
Fix some more issues with the text, improve the Scrollbar (docs + code).
