This adds loki and alloy to the docker compose. Alloy pulls the logs from the soarca docker container, and pushes them to loki (which stores the logs). This can be queried in Grafana, which is not set up within the docker compose but should be started separately. Code was generated by Copilot

This adds loki and alloy to the docker compose.

This is a drop-in feature, as it can parse the existing logs. This means there is no change to the go code.
