Description

WordPress latest is now 7.1, so 6.9 and 7.0 dropped out of CI coverage. This pins 6.9.x and 7.0.x in the unit test matrix (single site + multisite, Jetpack on) for PHP 8.2, 8.3 and 8.4, matching the existing per-minor rows.

PHP 8.5 rows are unchanged (still latest only).
