Upgrade to gdal 3.11 to leverage more performant `gdal raster tile` command

gdal 3.11 was released on 2025-05-09 including this item in the changelog:

• RFC 104: Adding a "gdal" front-end command line interface.
  • "gdal raster tile", C++ port of gdal2tiles, runs faster (3x to 6x in some cases)

We use the gdal 3.10 gdal2tiles utility to generate the TMS mosaic at https://github.com/ASFHyP3/OPERA-DISP-TMS/blob/develop/src/opera_disp_tms/create_tile_map.py#L76 . Runtime can be several hours, so a performance improvement would be welcome.

Unfortunately, as of this writing gdal 3.11 is not compatible with rioxarray, so updating the required gdal version in environment.yml leads to an environment that can't be solved.
