node has peers but cannot sync any file data

the storage node is fully synced on the log layer (logSyncHeight at latest block, nextTxSeq: 59316) and has 6 connected peers. However, every file across all tx sequences shows finalized: false and uploadedSegNum: 0, the sync logs show the node continuously attempting to find peers that serve data but always reports num_new_peers=0 meaning none of the connected peers advertise having any file segments. The node can discover and connect to peers at the network layer but cannot find any peers to download actual data from

how did you check that every file is finalized false? How long have you started your node?
you can set network_libp2p_nodes with official nodes, if official nodes have spare connection slots, they will connect.
