Update bit-vec to 0.10.1 (#10288)

Bumps the workspace `bit-vec` dependency from `0.9` to `0.10.1`.

- `vortex-layout` is the only workspace crate that uses `bit-vec`, and
only via `BitVec::from_elem`, `BitVec::set` and indexing
(`vortex-layout/src/scan/{filter,tasks}.rs`). No source changes are
needed.
- `bit-vec` 0.10 requires Rust 1.85, below the workspace `rust-version`
of 1.95.
- `noodles-csi` (benchmark dependency) still depends on `bit-vec` 0.9,
so `Cargo.lock` now carries both 0.9.1 and 0.10.1.
- Only the default `std` feature is enabled. `borsh` appears in the
lockfile entry as an optional dependency of `bit-vec` but is not
activated.

### Testing

- `cargo test -p vortex-layout --all-features`: all pass (306 lib tests,
plus doc tests).
- `cargo clippy -p vortex-layout --all-targets --all-features -- -D
warnings`: clean.
- `cargo +nightly-2026-09-10 fmt --all -- --check`: clean.
