📝 Description

Initialize this repository with the released Unbound Force v0.17.0 scaffolding so maintainers can use the standard workflows for:

• triaging GitHub issues with the Divisor panel;
• reviewing pull requests;
• implementing approved issues through OpenSpec or Speckit;
• applying the shared convention and CI guidance.

The full scaffold is required; uf init --divisor is insufficient because this repository also needs issue-implementation workflows.
