Most settings don't work

Using the recommended forge version and using the same installer version. The only thing that works is: Base Effect, In Water Effect, Place Block Effect, Craft Item Effect, Kill Pig Effect, Kill Chicken Effect, Open Chest Effect, Raining Effect (Though it just flashes back to yellow every second), Ladder Effect and the Riding Cart Effect.
