Installation when there is no Sysdig agent but there is a sysdig-agent namespace shouldn't be successful

If you try to install with no Sysdig agent installed in the cluster, it gives an error for missing sysdig-agent namespace.

But if you create the namespace, the installation continues even when there still is no agent installed.

This is not an issue imho because this service also works with the k8s audit rules and the web endpoint in falco
