• Python: 3.6.8
• System: Windows 10 Pro

Problem:

It shows that 'mdtoc' is not recognized as an internal or external command, operable program or batch file. when typed pip install mdtoc

[epogrebnyak]

Same problem here, mdtoc not recognised on Windows.
