Feature request: ability to disable telemetry at compile time

Would be great if I could disable telemetry at compile time with a flag or Cargo feature; I handle some sensitive data/information, and this would give me greater confidence that no telemetry was being sent off-device when working on these (though I am perfectly happy to send telemetry for any open source things I do.)
