Heating Cost Analysis

I started my Weather program as a simple learning exercise, but it grew into a full project, so I've renamed it and given it its own repository. The current release (0.9.0) is feature complete and missing only some error handling.

It's MIT licensed, so use it as you see fit with appropriate attribution.

Thanks for the great language. As I've said elsewhere, this language felt like it fit my brain right from the start and that remains true.
