Move the admin panel to the repository root

The host publishes this repository into the document root. The panel sat at
public_html/admin.niteshacars.in/admin/, so it was published to
docroot/public_html/admin.niteshacars.in/admin/ -- a path nothing serves.
That is why niteshacars.in/admin returned the site's own 404 no matter which
pipeline was used to put it there; the pipelines were never the problem.

At the repository root it publishes to docroot/admin/, which is the URL.

Every reference moves with it: the gitignore entry for config.php, the
content-defaults pairing that fetch-content.mjs checks, copy-admin-panel.mjs,
the two FTP workflows and the README. public_html/ stays -- it still holds
the site's vehicle photographs and the old asset-manifest.json, and those
are published where they already are.

Verified: the build runs from a clean dist and produces dist/admin, the
panel's PHP still parses, and the check that the panel's content-defaults
match the site's still passes.
