Integrate SC state file updates into core

Currently, only an extension of existing state files with 0 is supported directly in the core code.
In addition, the following SC state file changes should be supported by the core:

• [ DONE ] reset to all 0, potentially with new size
• [ IN PROGRESS ] state migration from OldStateData to NewStateData struct, usually with new size
