ci: pin ubuntu-24.04 (ubuntu-latest moves to Ubuntu 26 from 2026-10-19) (#73)

The v0.16.3 release's desktop smoke step took ~25 min instead of ~14 on the
first day of the migration; every earlier release ran on 24.04.
