PEM's promotion hierarchy (docs/experience-memory.md: SITE -> FAMILY -> CATEGORY -> UNIVERSAL, via PatternPromotion with minSitesRequired and a 75% confirmation ratio) is implemented in KnowledgeStore but has no end-to-end test from the memory-system perspective: deposit several tasks across related domains via PemKnowledgeProvider and verify that (a) stats/facts promote as expected, (b) cross-site patterns actually surface in experience_query fallback levels 2-4.
Requires multi-domain fixtures; unit-level (KnowledgeStore) tests exist, the E2E chain does not.
