Update emotes to install with the protocols

Similar to what we did with the emblems, we should have all the protocols install their emotes directly. This won't necessarily work because of the themes, but we need to check out exactly what that means.

It would probably make sense to make "retro" themes for the default and small themes that includes everything. We'd have to go back in history and rebuild the theme files though as they've had protocols removed in the past.
