[Renovate Centralization] Phase 1: Decide host repo location

Context

Part of the Phase 1 discovery for epic #541 — Centralize Renovate config for openedx repos.

Task

Decide where the shared Renovate config will live:

• A new dedicated repo: openedx/renovate-config
• Under the existing openedx/.github repo
• Somewhere else

Questions to answer

• Does openedx already use openedx/.github for shared workflows? Would adding Renovate config there be consistent?
• Is a dedicated openedx/renovate-config repo cleaner and easier for external contributors to discover?
• What do other large GitHub orgs do (e.g. microsoft, mozilla)?

Output

A documented decision (in the design doc / ADR for this epic) with the chosen host repo and rationale.
