No Null Termination Commented Out Code in JAM Command

Hi there,

I was looking at MD and noticed that the following null terminating code was commented out: https://github.com/nasa/MD/blob/dev/fsw/src/md_cmds.c#L262

I noticed that happened on this commit:a986601#diff-e5804620a10c9c68d498da1d8ff02ac88094c79ff3880c29e5766660ffebc3c0

Is this intentional?

After re-reviewing the code I realize that it wouldn't compile if the code was uncomented, given the "const MD_JamDwellCmd_t *Msg". However it is still somewhat unclear by just looking at the source code whether the code is intentional or not, given that there is still commented code in the app.
