Remove Deprecated Requirements in Equuleus-rc2

FM2004 and FM2014 are canceled on JIRA.

Describe the solution you'd like
The requirements need to be removed in fm_FunctionalRequirements.csv (https://github.com/nasa/FM/blob/main/docs/fm_FunctionalRequirements.csv) and the Requirements Document and Traceability document needs to be updated to reflect this change for Equuleus-rc2.
