Temporarily skip inline CodeLens integration tests on Windows (#1912)

## Summary

- temporarily skip the live inline-script CodeLens integration suite on
Windows
- retain integration coverage on macOS and Linux
- link the skip to #1911 so it can be re-enabled after the Windows
cleanup race is fixed

Related to #1911.
