Update Registry wrt new PRs (esp fail/warn codes)

• Remove the ACC stuff since that PR is very dead and buried. Though Ora still sends the ACCOUNT_REQUIRED code that was originally defined in the ACC spec, so I'll leave that on the table for now.
• Leave the resume junk there for now because we'll wait to see how things shake out there for a little longer and there's been some active discussion in that PR.
• Add the new REGISTER and VERIFY codes. Everyone's excited about this stuff, throw it on there.
• Add draft/event-playback cap from the chathistory spec
• Add stuff from BOT PR. It's in use in the wild so slam dunk.
• Add stuff from UTF8ONLY PR?
• Sort the FAIL codes by command name. Right now it's sorted into... a mess.
• Add draft/ to the start of all caps/tags which... are drafts. why did I think that I could leave that off when originally creating the table?
• Maybe EXTJWT PR? Hasn't gotten much notice lately, not on the roadmap.
• migrate PR hasn't gotten much notice in a while, not on the roadmap atm, leave it for now.

I'm happy with this for now, we can make issues for adding specific new PRs to the registry if we need to.
