Explore the integration of Angular rules

There is no rule dedicated to Angular in the plugin for now. I propose to explore what can be done about its support, what are the possibilities and limitations of the current plugin, and how to make it evolve.

It might be worth introducing a rule to validate the POC.
At the same time, we need to find interesting rules to implement 🙌

Actually, as S.L.O.W team, we think that angular-eslint can be improved.

Many ideas were suggested:

• Making the prefer-on-push rule mondatory
• Adding stricter template rules (like checking template compexity, or the correct use of ngFor)
• Service injection best practices
• Banning the use of any
• Observable subscriptions check
• Http calls caching check

We also think that we can reuse angular-eslint library, to benefit from its utilities and parsers, and thus avoid rewriting everything from scratch!
