Fix Dependabot Issues

Dependabot identifies instances where we should bump some package versions.

We should resolve these errors.

We may need to check the versions used internally, and try to match them up.

Hi Michael @s2t2,

I was looking into the Python 3.13/3.14 upgrade and noticed a compatibility issue: TensorFlow 2.15.1 does not support Python ≥3.13, which causes dependency resolution to fail.

To move forward, we would need either:

• upgrading TensorFlow to a version that supports Python 3.13/3.14, or
• keeping the Python upper bound below 3.13 for now

Do you have a preferred direction? I’m happy to implement whichever approach you prefer.
