fix(site): temporarily pin Desktop downloads to v1.38.3 (#10375)
Problem: The website needs to offer Desktop v1.38.3 temporarily.
Root cause: Download selection always prefers the newest published Desktop release.
Fix: Add a website-only version pin with exact manifest and GitHub fallback validation; keep labels and fallback links pinned, and hide newer-shell guidance and unavailable architecture DMGs. Clear the pin to resume latest selection.
Verification: All 67 site tests pass, Astro production build passes, browser download URLs resolve to desktop-v1.38.3 while CLI remains v1.38.9, and all eight manifest assets return HTTP 200.
