Envoy Gateway is Partially Conformant mant as per Gateway API documentation

HI ,

We are looking at Envoy Gateway API as the solution for production multi-tenant AKS clusters in our enterprise. However looking at this official page of Gateway API project , Envoy is listed as Partial confirmant which raises our concern on adoption.

What are the specific reasons Envoy's Gateway API implementation is not fully conformant as per Gateway API community.

we missed to pass ListenerSetProtocolConflict in v1.8, will be fixed #9196.
If you're not using that, you're free treat it as conformant.
