Where should PAI and its components look for the .env file?

I want to standardize and document how we are reading the various secrets we will be storing in .env

So I'm making a poll here.

Another enhancement would be, after we settle on one location (e.g. ~/.config/pai/.env) that we also have an override (like PAI_ENV_FILE_LOCATION)
