Allow assigning people to the round for mbld and 333fm

Groupifier only prints scorecards for people if they're assigned to the round attempt (the activity with the round and attempt numbers).

DelegateDashboard only assigns people to the group.

Users need an option to assign people directly to the round assignment skipping making groups.
