chore(changeset): release the packages that #1000 moved

#1000 moved the TypeScript packages under languages/typescript/. Every
published version of those packages links to its old folder under
packages/, in its README and in repository.directory, and those links
have returned 404 since #1000 merged. They stay broken until each
package releases again. #1000 also edited two bundled skills, and
skills ship in the stash tarball, so stash needs its own changeset.

Add a patch changeset for the 15 published packages #1000 changed, and
one for the stash skills. freshtonic raised both in review of #1000.
