Download zipper should be able to grab anything that the user has the rights to download

If a user is logged in with a set of groups and that user can grab a file on the dap server then adding it to a zip should be possible.

Currently these are added as zero length files.

• should add files normally to the zip
• should warn user if there are files that will not be added.
