Add phpcs with WordPress Coding Standards #19

Description

@Schmandarine

There is no phpcs config in the repo at all.

WPCS 3.4.1 being a security-fix release is the prompt, but not the argument — a theme that markets itself as agent-driven should have a machine-checkable standard for the code its agents write.

  • .phpcs.xml.dist + WPCS as a dev dependency
  • npm run lint:php
  • Decide whether doctor surfaces lint status or stays out of it

Independent of everything else. No WordPress version requirement.

Agent surface

Either a new /lint skill or folded into doctordecide as part of this issue. Config ships in the create template → needs a @brmbh/cli release.
