Automatic submission of projects miscounts restarted projects #11

The auto-processing system is working, but when deciding how many new projects to submit, it doesn't count projects that have been re-submitted but haven't started yet. Example below—it re-submitted PRJNA387407 to run as single-end, but then when looking at how many projects were running, it only counted the two that had actually started.
