Migrate to dart 3.12

This is taking a crack at pushing the codebase to dart 3.12 with dart:html and dart:js completely replaced and all the dependencies updated to the latest including analyzer to 13.0.0. This work is based on a fork from master branch (the latest working version). Current progress is that all the packages have been upgraded. Work is on going to resolve the failed test cases.

• ngtest - Migrated. All tests passed
• ngform - Migrated. All tests passed
• ngrouter - Migrated. All tests passed

I've decided to release a derivative work of AngularDart under kelicap name for use in my own projects because I really like how AngularDart works. Kelicap is the Malay term for sunbirds . To respect Google's trademarks, all logos and direct references to AngularDart have been removed from the codebase. While ngdart is a great continuation project, but I needed something tailored specifically to my current release schedule and project requirements. If ngdart or other downstream efforts become active again in the future, I'd love to continue collaborating or contributing. (Note: For anyone looking for an actively published package right now, there is also an angulardart project currently being published by others that might fit your cup of tea)
