Forest Service layer issues

• The layer on the current website includes wilderness areas and other national areas managed by the FS. For example, Flaming Gorge National Recreation Area and Bears Ears National Monument. The layer on the test site does not include those areas. We definitely want those included in the FS layer.
• The other issue with this layer is related to the Boulder Mountain. This area should be split into 2 different forests. The north-eastern half should be part of the Fishlake National Forest. The other half is Dixie National Forest. See map below. It looks like the layer on the UGRC website is out-dated.

The symbology for the layer was causing some features to be hidden such as bears ear national monument. I've fixed that. However, the data does not support the boulder mountain split. Both the old app and the new one use the land ownership data from SITLA for this layer with a definition query of agency = "USFS" and label using the label_federal field. If the client wants the boulder mountain area split, then we may have to look at different data sources. I found Administrative Forest Boundaries from Esri in AGOL but it's missing the national monuments. We may want to bring this up in our next meeting with them.

For now we will wait until SITLA updates their layer with the expected and updated information.
