Transparency and label issues for certain reference layers

• Land Ownership: Transparency is too high, the layer blends in too much with the rest of the basemap.
• Fire Threat Index: Transparency is too low, would be helpful to make the layer a bit more transparent (the user did indicate a percentage)
• UWRI Regions: When viewing this layer with the Hybrid base map, the boundary is a little hard to see with the color of the line and the map reference overlay. The white boundary lines for the county obscure the region line in places.
• BLM Districts: The labels are very hard to see on all of the base map layers except lite base map. It is partially the color of the text and halo but it is also overlapping some of the base map labels.
• Forest Service: When this reference data layer is toggled on, the label for the forest name is shown multiple times. Is it possible to show the forest name label only once? See screenshot below.

Is it possible to show the forest name label only once?

This is a limitation of the current land ownership feature service. It will label every feature. We could increase the scale at which the labels turn on. That may help a little. Or switching to another dataset that has a single feature for each forest would work. Ref #144

Feedback from Alison regarding the Forest service labels:
I talked with Tyler and Daniel about this one. The best solution we had with for this was to change the zoom level at which they show up. Currently it is only one level of zoom in before the labels show up. Let's change it to 3 levels of zoom in before the labels for the FS show up.
