Build/Test Tools: Add accordion.js to TypeScript checking.

Include `accordion.js` in `tsconfig.json` and document the `accordionSwitch()` parameter as `JQuery` to match its callers and use of jQuery methods. This adds static checking without changing runtime behavior.
