Bootstrap/Load: Enable WP_DEBUG by default on local environments.

Modify the default value of `WP_DEBUG` to `true` when the environment type is defined as `local`. This matches the default value for the development environment type.

The debug defaults for each environment type becomes:

* local: on by default
* development: on by default
* staging: off by default
* production: off by default
