Description
Add support for AGENTS.md — the portable context layer for the open-standard epic #66.
Codex and Gemini CLI (tier 2) both read AGENTS.md. Split the current CLAUDE.md so that platform-agnostic conventions live in AGENTS.md and only Claude-Code-specific guidance stays in CLAUDE.md. Wingspan is already tech-agnostic by design, so most of CLAUDE.md's content is a natural fit for AGENTS.md.
Scope: conventions/context only — skills, hooks, and MCP wiring are handled by the other epic items, not by AGENTS.md.
