[Req] Voip volume setting

A setting to adjust the overall voip volume.

let’s say the VoipEmitter.volume is set to 5.0 (within a mod) then I go to settings here and put the overall voip volume from 1.0 to 0.5.
The emitter will still show 5.0 but behind the scenes the 0.5 gets multiplied, so it sounds like 2.5.

I think it makes sense to appear as a range like this. And this value is then multiplied with the VoipEmitter.volume.
