Make local pre-commit of tiramisu better

[Hamedblue1381]

It currently has:

• check paragraphs to end with period (excludes special functions)
• check there is no space before columns
• checks 80 character (max) per line rule
• no backtick allowed

It lacks or its buggy:

• check functions to start and with a space ' '
• check functions are left padded
• TBD
