Backend: add Postgres subchart and disable MongoDB by default

Add a PostgreSQL subchart, enable it by default, and set mongodb.deploy to false.
This is obviously a MAJOR change and needs accompanying release information that stresses existing users that used MongoDB without setting mongodb.deploy explicitly to add that.
