Hat Custom Blocks

Suggestion to add custom hat blocks
Idea: in the customer blocks extention when you make a custom block there will be a markbox simillar to the cap one saying "Hat block" and when pressed it will make it a hat block
the definition hat block will appear with an "if <> then" block and when that condition is true it will activate the custom hat block even its not in another hat block

Note that this is already able to be done to an extent. The when <> block can have a custom boolean reporter placed into it, which will trigger the hat when the boolean reports true.
