critical error findfirst not handled correctly

A little more information which you may find useful regarding this bug:

• Only seems to occur when the drive is not partitioned.
• Does not seem to occur if the drive was partitioned, but not formatted. (according to user)
• The Critical Error Handler was called as it should be. And the Custom Handler returned AL=03 instructing the kernel to fail the operation.
• FindFirst returns without the CarryFlag, indicating the operation was successful and it found a file.

This caused the program vfdutil to keep retrying FindFirst whil incrementing the FileName until it ran out of numbers to try. Therefore, they were experiencing an extremely long delay but not a permanent hang or crash.

User also reported that if they removed their CD-ROM drive, the problem did not occur.
