One parent folder for all user data that should be tracked in git

There is cfg/ hooks/ patches/ maps/ server.cnf and so on. The user might want to track all of those in a git repo. That is annoying to setup if they are not in a clean sub folder. All of these should be moved in one folder called usr/ or user/
