Add Admin Labor Roster UI

Issue Description

Add a UI for admins to view all current Labor students.

The Labor roster should be added to the same accordion/navigation area where Programs are currently displayed so this should be navigate from Admin > Settings. This roster is intended specifically for administrative use and should only be accessible to users with admin permissions.

The roster should provide a centralized place for admins to see students who are currently active in Labor.

Expected Behavior

Admins should see a Labor roster option within the same accordion as Programs. Opening it should display all active Labor students.
Users who are not admins should not be able to view or access the Labor roster.

Labor student roster should also show if they have done their prerequisite tasks:

1. Attended All CELTS training
2. Signed the Handbook
3. Submitted their background check

A possible fourth column of how many labor meetings they have attended (e.g., attended 1 out of 2 labor meetings). This would require care about past/current/future labor meetings. For example, we wouldn't want it to say 1 out of 15 labor meetings when 14 of those meetings in the future.
