Move docs deployment to Vercel and releases (#1)
* chore: move docs and installer distribution * ci: use GitHub-hosted runners * ci: enable GitHub Actions workflow * release: create draft GitHub releases * ci: speed up GitHub-hosted checks * ci: keep PR checks fast * test: stabilize CLI e2e on clean runners
